The City of Newport News, Virginia, is searching for a leader as Waterworks Director to oversee all water utility functions, develop staff within the department, and serve as a member of the City’s executive leadership team. The Director will lead a team of highly competent staff who are committed to providing the City and the region with exceptional water and ensuring the continued environmental and operational integrity, regulatory compliance, safety, and security of the water system. 
 
 
The Position
The Director develops, implements, and manages the department’s complex operating and capital budget and makes recommendations to City Management regarding the water utility, its rates, and future needs. The Waterworks Director is also responsible for the supervision of all Newport News Waterworks staff and the administration of human resources policies and procedures within the department. The Waterworks Director sets the strategic direction for the department, aligning work plans and complex projects to best achieve Council goals and priorities. In addition to internal leadership, the position has a critical external role engaging the community and establishing positive working relationships with regional stakeholders, the local media, and intergovernmental partners. 
 
The Waterworks Director reports directly to the Assistant City Manager and currently has nine (9) direct reports. 
 
Experience and Education
Minimum requirements are any combination of education and experience equivalent to a bachelor’s degree in business, public administration, engineering, or a related field and 10 years of progressively responsible experience in water utility management. A minimum of five years of supervisory experience is also required. 
 
Preferred qualifications include a master’s degree, PE, and experience in a complex water utility. Demonstrated experience of leadership, employee engagement, oversight of multiple complex capital projects, successful adaptation to new technology, and helping achieve organizational and community goals are preferred and should be addressed in the cover letter or resume.
 
Compensation 
The salary range is open with an anticipated hiring range of $130,000 - $160,000, depending on qualifications. Benefits offered include the following:
