This position is responsible for managing the county's water and wastewater systems and for managing the county's solid waste collection functions.

Position Objectives
  • Oversees the operation and maintenance of the water and wastewater systems; ensures compliance with state-issued permits.
  • Assists the private development community, including property owners, develops and engineers.
  • Reviews site and utility plans, easements plats, subdivision plans, and building plans for utility design compliance with county ordinance and state regulations.
  • Develops and oversees operating and capital budgets for utilities and solid waste.
  • Enforces the county's water, sewer and solid waste ordinances.
  • Manages capital projects, including utility and road projects.
  • Develops requests for proposals, specifications and bid documents for county road projects.
  • Assists with the procurement of goods, services and capital projects.
  • Coordinates the delivery of staff safety training.
  • Assigns, directs, schedules, supervises, evaluates and disciplines personnel.
  • Reviews, authorizes and approves the payment of invoices.
  • Performs related duties.

 

Desirable Training and Experience
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Virginia for the type of vehicle or equipment operated.
  • Certification as a Professional Engineer or Engineer in Training.

  • Knowledge of local, state and federal codes, acts and policies concerning water, wastewater, and drainage. 
  • Knowledge of water and wastewater plant design, construction, operations and maintenance.
  • Knowledge of water and sewer line system design, construction and maintenance procedures.
  • Knowledge of civil, mechanical and electrical engineering principles.
  • Knowledge of public administration, municipal accounting and budget management.
  • Knowledge of contract development, negotiation, and administration.
  • Knowledge of management and supervisory principles and practices.  
  • Skill in strategic planning, organization, and decision making.
  • Skill in the supervision of personnel.
  • Skill in public speaking and public relations.
