Loudoun Water has an opening for a Manager of the Pretreatment Program in the Water Reclamation Department. This position will be responsible for managing and developing the Pretreatment Program to ensure the safe and efficient operation of the Loudoun Water sanitary sewer collection system and wastewater treatment plants. Experience with pretreatment regulations and operation of wastewater treatment facilities is preferred. 
 
Essential functions include:
• Developing, monitoring, and evaluating program and resources and preparing the annual operating budget.
• Supervising employees to include establishing performance appraisal standards, conducting performance evaluations, approving/disapproving leave requests, and/or initiating disciplinary actions.
• Oversees the maintenance, update, archival storage, and disposal of pretreatment records in accordance with current applicable requirements.
• Review, develop, update, and implement Procedures and Policies for compliance with environmental laws, regulations, intermunicipal agreements (IMA), and permit requirements as necessary related to the Pretreatment Program.  
• Coordinate with Wastewater Operations on decisions that impact treatment.
• Provides pretreatment and pollution prevention technical assistance to industrial users and researches and develops best management practices for industrial users. 
• Obtains, renews, and/or modifies federal, state and local environmental permits, ordinances, rules, and regulations governing industrial wastewater discharges.
• Evaluates laboratory test/analysis to monitor industrial user compliance with Federal State and/or Local pretreatment requirements. Make recommendations regarding corrective actions and compliance.
• Corresponds with internal/external departments, industrial users, local, state and federal regulatory agencies regarding pretreatment program activities and functions.

Requirements:
BS degree in a Natural, Environmental or Physical Science, or related field is required. Degree can be substituted by relevant experience.  Comprehensive working knowledge of environmental rules and regulations pertaining to wastewater discharge and industrial pretreatment, chemical and microbiological principles and practices, techniques, equipment, and terminology used in wastewater treatment plant and compliance laboratory, in order to make independent decisions and present complex technical information and data in a format that is easily understood by a variety of audiences.
