THE POSITION
Under limited supervision, performs high-level engineering and collection and distribution system analysis using hydraulic modeling software. Work also involves providing recommendations for capital improvements, infrastructure design, project planning, evaluation of new development impacts on system capacity and operation, and preparing a variety of technical reports and documents. Employee must exercise initiative and independent judgment.
 
SPECIAL DUTIES & RESPONSIBILITIES
  • Performs water and sanitary sewer system analysis using hydraulic modeling software to support design, operation, and maintenance of water and sewer infrastructure.
  • Models various water and sewer scenarios to evaluate new development, system capacity requirements and the subsequent sizing of water and sewer infrastructure; including pipeline sizing, valve and pressure reducing valve sizing, water and wastewater pump station capacity and head conditions, water and wastewater storage volumes, and system pressures and velocities.
  • Coordinates with Manager of Development Services regarding water and sewer system capacity as it relates to new development.
  • Manage the development, calibration, maintenance and updates to the distribution and collection system hydraulic models. Ensure any model revisions are incorporated into GIS and any GIS additions or revisions are incorporated into the hydraulic models.
  • Champions future coordination of the distribution and collection system models, GIS and SCADA systems.
  • Provide operational support including pre-planned water and sewer main shutdown analyses for pipeline construction and maintenance, assistance with uni-directional flushing program, emergency contingency plans due to water or sewer main breaks, and support during by-pass pump-arounds.
  • Respond at any time, if feasible, to requests for water or sewer system analysis support during an operational emergency.
  • Makes recommendations of future projects to be added to the Capital Improvement Plan and assists with Water and Sewer Master Plan updates.
  • Maintains reservoir modeling software and County drinking water reservoir dam permit requirements.
  • Develops and monitors project budgets and expenditures, including revenues where applicable.
  • Interacts with the public, providing information and responses to inquiries.
  • Attends and participates in professional meeting and stays abreast of new trends and innovations in the engineering field.
  • Performs other related duties as required.
MINIMUM TRAINING & EXPERIENCE
Bachelor's Degree in civil engineering, environmental engineering, with background in computer science or related field required with related work experience preferred – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills, and abilities is acceptable. College level course work in hydraulic engineering is preferred.
 
SPECIAL REQUIREMENTS
  • Experience performing hydraulic analysis utilizing Innovyze InfoWater and InfoSewer modeling software is required.
  • Possession of a valid driver's license issued by the Commonwealth of Virginia.
  • Professional Engineer in the Commonwealth of Virginia is preferred.
