
The City of Roanoke is seeking a Construction/Field Operations Manager for its Stormwater Utility to provide management in support of internal construction projects and maintenance activities related to the City’s stormwater management systems and watersheds. The mission of the Stormwater Utility is to work with our community to create a clean water legacy with the two primary goals being to reduce community flood risk and to improve water quality in the Roanoke River and its tributaries.
The Field Operations Mangers directly manages three Maintenance Supervisor and leads a team of 44 staff over ten crews. These crews perform in house construction work related to installation and repair of stormwater infrastructure and in-stream stabilization and restoration; asset management, inspection and cleaning (CCTV and Vactor work), street sweeping, maintenance of stormwater management facilities, and other cleaning and maintenance to protect water quality and reduce flooding.
Responsibilities include project formulation and scoping, budgeting, cost estimating, scheduling, specification writing, contractor coordination and procurement of design and construction services. Bachelor's degree from four-year College or university in architecture, engineering, urban planning or related field with five to ten years related experience and/or training or equivalent combination of education and experience is required. Must have demonstrated ability to analyze client needs and formulate cost effective solutions within defined scope and budget. Familiarity with Virginia State Procurement Code and sustainable design practices is desired. Possession of a Project Management Professional (PMP) and Certified Construction Manager (CCM) credential or ability to obtain within two years of hire.

Salary Range: $65,592.02 to a max of $100,000
