Lead Testing in Schools Budget Language (Item 145) (#14h, Askew). Amendment provides $6,000,000 each year from the general fund to assist school divisions to comply with the provisions in HB 797. As introduced, the bill requires each local school board to submit its plan to test and remediate certain potable water sources and report the results of any such test to VDH. The bill also requires local school boards to take all necessary steps to notify parents if testing results indicate lead contamination that exceeds the maximum contaminant level goals set by the U.S. EPA.
 
Lead Testing in Schools Budget Language (Item 304) (#1s, McPike). Amendment provides funding ($189,150 FY20-21; $116,025 FY21-22) for VDH to handle plans to test results of lead water testing by local school boards pursuant to SB 392.
 
Lead Testing in Schools Budget Language (Item 304) (#2s, McPike). Amendment provides funding ($245,000 each year) for VDH to handle plans to test results of lead water testing submitted to VDH from child care facilities pursuant to SB 393.
 
Lead Testing in Schools Budget Language (Item 304) (#3s, McPike). Amendment increases the maximum waterworks operations fee from $160,000 to a level to fully fund the operations of the program and free up GF that is currently subsidizing the program. The GF monies, estimated at $600,000 a year, will then be moved to a special fund. VDH would establish a grant program to assist local school divisions and child care facilities to conduct lead testing consistent with the Code of Virginia and make grants from the special fund.
 
Notification of Coal Ash Sites Budget Language (Item 304) (#5h, Ayala). Amendment adds $33,000 each year from the general fund and language requiring VDH to notify all residents living within a two to three mile radius of a coal ash site if their drinking water comes from a well.
 
Water Sampling Study Budget Language (Item 305) (#2h, McGuire). Amendment provides $500,000 the first year from the GF for VDH to initiate a water sampling and monitoring study effort.
 
PFAS Budget Language (Item 307) (#6h, Guzman). Amendment provides $500,000 each year from the general fund for the fiscal impact of House Bill 586, which directs the Commissioner of Health to convene a work group to study the occurrence of PFOA, PFOS, and other PFAS substances in the Commonwealth's public drinking water and to develop recommendations for specific maximum contaminant levels for PFOA, PFOS, and other PFAS for inclusion in regulations of the Board of Health applicable to waterworks.
 
Groundwater Monitoring Budget Language (Item 377) (#4h, Hodges/ #2s Norment). Amendment provides partial funding for the construction of groundwater monitoring wells, and the purchase and installation of groundwater monitoring equipment, in King William, New Kent, and Gloucester Counties.
 
Water Protection Permits Budget Language (Item 377) (#6h, Murphy). Amendment provides $50,000 each year pursuant to HB 1458, which makes changes to relating to administrative withdrawals of water protection permit applications. This amendment is a placeholder until a final fiscal impact statement for the bill is produced.
 
Water Resource Planning Budget Language (Item 377) (#7h, Carr). Amendment provides $115,000 each year and one position to implement provisions of HB 542, , which would implement regional water resource planning under the State Water Control Board. This amendment is a placeholder until a final fiscal impact statement for the bill is produced.
