| On March 5, 2005, the Virginia Section
Board of Trustees unanimously voted to establish a Security
Committee within the Virginia Section. The goals and objectives
of the Security Committee include but are not limited to:
To collaborate with the Water Sector security
community at all levels to provide security and emergency
response resources, information and training to water
system owners, operators and especially the smaller utilities.
To assist utilities in developing collaborative
programs with First Responders, interdependent utilities
and essential vendors in their service areas.
To identify security and emergency response
needs and develop programs to improve the flow of timely
information regarding Design Basis Threats (DBT) affecting
the Water Sector.
To provide technical assistance to legislators
in obtaining funding for Virginia water systems' security
and emergency response needs.
To assist utilities with the education of
a proactive Security Culture program through training
seminars, security informational databases and Physical
Protection Systems; and
To exchange Water Sector Security related
information with appropriate Commonwealth offices to enhance
protection and reliability of our critical infrastructure.
The Security Committee strategic planning includes security
education and training involvement with AWWA, AMWA, USEPA
and DHS sponsored programs, professional development and
technology exchange with other states' Security Committees
and Security Research & Development agencies. For key

Committee activities in 2006 included a combined Security/Safety
Committee Conference at the University of Richmond Jepson
Center.
