Drinking Water Quality

Water GlassesThe Drinking Water Quality Committee is the Section's technical committee dedicated to drinking water quality and treatment issues. Committee activities have included a seminar, typically held every other year in the spring, and a regular series of articles on water quality topics for the Newsletter.

2004 VIRTUAL OPEN HOUSE
This summer, the Drinking Water Quality Committee Committee is kicking off its new Work Plan by hosting a web-based open appeal to new committee membership. Our goal is to provide you with a meaningful way to participate more fully in the Section while expanding our collective knowledge of drinking water quality and treatment issues.

The Virtual Open House, which will be held in June and July, provides you with the opportunity to learn more about the Committee's Work Plan and to sign up to serve with the Committe. In addition to the Virtual Open House, some of our planned events include:

  • Meet 'n Greet Committee Meeting/Plant Tour
  • Regulatory tracking and comments
  • Technology transfer seminar
  • Information sharing via VA AWWA Newsletter and website

Committee Chair Bob Clinger (703-642-5500) is interested in your feedback on the Work Plan and our planned activities. He has opened a thread on the Water Quality and Compliance Forum to stimulate discussion. Please take a moment to familiarize yourself with this new and powerful feature of our website. We will rely heavily on the forum to transfer technical and committee-related information—don't miss out!

Newsletter Liaison

 

Work with Drinking Water Quality Committee Chair and VA AWWA Newsletter Editor to identify themes, suggest articles, identify and communicate with authors, and ensure that articles are submitted by deadlines

Article Writers

Prepare article for VA AWWA Section Newsletter (October and April issues). Theme will be assigned.

Website Liaison

Serve as liaison between Drinking Water Quality Committee and VA AWWA website, including posting committee-related event information and photos and moderating the forum on Water Quality and Compliance. Forum moderation tasks include: monitor and update information on forum, post water quality/compliance related technical issues, find ways to use the forum to improve dialogue within Virginia Section on technical issues of concern or interest, solicit information from Issue Trackers described below.

Regulatory Liaison

 

Keep Drinking Water Quality Committee updated on opportunities to comment on proposed state and federal regulations, regulatory issues or obstacles, etc.

Seminar Local Arrangements Subcommittee

Handle local arrangements for Drinking Water Quality Seminar

Seminar Content Subcommittee

Develop program; contact speakers; handle event publicity

Issue Trackers

Keep committee posted on specific technical issues of current interest. Examples include:LT2ESWTR, LCR, TCR, CCL, Stage 2 DPB/IDSE, Membranes, UV

“Other Committees” Liaison

Keep committee posted on recent and future planned seminars, training events, special events, and activities of other VA AWWA committees to eliminate redundancy AND to seek opportunities for productive collaboration, e.g., conducting regional seminars

Accreditation Liaison

Work with VA AWWA Training Coordinator to ensure that all committee programs are well-planned, that appropriate credits (PDH, CEU, etc.) can be provided and that appropriate record-keeping is in place. Standing member of WQ Content Subcommittee

Annual Meeting Liaison

Keep committee informed of any coordination required with VA AWWA Annual Meeting/ Program committee, and coordinate any related activity, such as review of abstracts

Committee Treasurer

Work with Committee Chair and Seminar Local Arrangements Subcommittee to develop budget for committee annually

Meeting Minutes Recorder

Take minutes of Committee meetings.

Meeting Arrangements Coordinator

Host committee meetings and provide refreshments, in coordination with committee chair and in keeping with committee budget

Special Event Coordinator

Will serve as subcommittee chair of 1 special activity to be determined, such as offering lunchtime speakers on water quality topic at regional activities meetings

Public Information Liaison

Will develop draft statements on behalf of the Committee as needed to respond to issues of public interest, such as the drought, lead contamination, DBPs and miscarriages, or other issues; will coordinate with Public Information Committee

WORK PLAN

Narrative Plan:
The Drinking Water Quality Committee is the Section's technical committee dedicated to drinking water quality and treatment issues. The Drinking Water Quality Committee historically has offered technically excellent seminars every two years as its major activity. In addition, the Committee has worked in conjunction with the Section Newsletter Editor to identify water-quality-oriented themes and to prepare several related articles for publication once or twice per year.

In 2004-2005 the Committee will focus on revitalizing itself through an open appeal to new membership, coupled with opportunities for active involvement in several specific areas, including some new activities, as described below. To accomplish the activities listed below will require the Committee to grow. We have identified committee opportunities for approximately 30 people, which will require an influx of new members and will in return provide members with a meaningful and active way to participate more fully in the Section. Continuing Committee membership will be contingent upon active participation.

Planned Events:

Event 1:   Committee Open House
Date:     June-July 2004
Location:   Virtual (VA AWWA website)
Description:   Internet-based campaign for new membership and signup for tasks. Tasks include the following:

  • Newsletter Liaison: work with Drinking Water Quality Committee Chair and VA AWWA Newsletter Editor to identify themes, suggest articles, identify and communicate with authors, and ensure that articles are submitted by deadlines)
  • 8 Article Writers for 2 specific themes (TBD), 4 articles each will be solicited
  • Website Liaison: work with VA AWWA Website Editor, including posting committee-related event information and photos and moderating the forum on Water Quality and Compliance (monitor and update information on forum, post water quality/compliance related technical issues, find ways to use the forum to improve dialogue within Virginia Section on technical issues of concern or interest, solicit information from Issue Trackers described below)

Event 2:   Committee Meeting—Meet and Greet
Date:     July 28, 2004
Location:   Henrico WTP
(10111 Three Chopt Road, Richmond, Virginia, near the intersection of Gaskins Road and Three Chopt Road, just off of I-64 west of Richmond)
Description:   This meeting will allow members to meet each other in person. The committee communication channels, meeting schedules, task deadlines, and ground rules will be established. In addition, ideas for the 2005 Water Quality Seminar will be solicited, and ideas for the timing and nature of 1 special event will be discussed (event may be deferred to 2005).  For additional information, or more detailed directions, interested parties can contact
Bob Clinger or Chris Waters.

Event 4:   Committee Meeting
Date:     Early September 2004
Location:   TBD
Description:   Planning for the 2005 Water Quality Seminar will be the primary topic.

Event 5:   Annual Meeting/Committee Meeting
Date:     October 2004, in conjunction with Annual Meeting
Location:    Portsmouth
Description:   Committee liaisons and subcommittees will brief Committee membership on current issues and committee activities. Newsletter theme will be identified and article writers will be solicited for Dec. 1 deadline (January issue). Budget for upcoming year, including 2005 Water Quality Seminar, will be drafted. Planning for 2005 will be undertaken.

Event 6:   2005 Plan and Budget Finalization

Strategic Plan Implementation:

Goal 2 Participate effectively in the legislative & regulatory process.
Objective B
Develop programs to establish the VA AWWA as the water industry spokesperson in the State in close coordination with
Virginia regulatory agencies.
Strategy 1: Track emerging regulations and issues of interest regarding water quality using the Issue Trackers and opportunities for comment using the Regulatory Liaison.
Strategy 2: Hold special committee meetings to discuss and prepare comments on proposed regulations, as needed

Goal 3 Promote education, training, and technology exchange programs.
Objective A
Provide accessible, affordable, and timely education programs that meet the requirements of all diverse segments of the drinking water community.
Strategy 1: Seek opportunities to collaborate with Regional Activities Committees to present water quality topics throughout the state.

Objective B
Structure education programs to meet professional development and education requirements for members.
Strategy 1: Through the Committee's Regulatory Liaison, work with the Section's Training Coordinator to meet all accreditation requirements for all educational offerings.

Objective C
Promote the use of technically sound and innovative drinking water technologies and practices.
Strategy 1: Hold Water Quality Seminar in April 2005.

Goal 5 Promote sound environmental and public health practices.
Objective A
Identify and be at the forefront of all issues involving drinking water.
Strategy 1: Actively track water quality and treatment issues and discuss and debate them with VA AWWA membership via the Water Quality and Compliance Forum on the Section's website.

Objective B
Address technical issues and communicate best practices.
Strategy 1: Contribute actively to the Section Newsletter, coordinating through the Committee's Newsletter Liaison.

Strategy 2: Develop ways to communicate committee events using the Section website features (email, listservs, or forums) to the extent possible, through the Committee's Forum Liaison.
