P. Joint Implementation Plan


After several years of discussion, Virginia Section and VWEA entered into a formal agreement concerning joint activities and joint committees. The governing document is a 1998 Memorandum of Understanding.

I. Liaison Task Force

The duties of the VA AWWA/VWEA Liaison Task Force are described in the 1998 MOU. The Liaison Task Force will meet twice a year with the two associations rotating the hosting and chairing of the meeting.

II. Committees/Administrative Details

A. Terms for Joint Committees' leadership are 18 months to accommodate each Association's annual year and equitably balance leadership between each organization.

B. The Chair of committees will alternate between the two organizations.

C. Consistent with each organization, Joint Committees and Joint Activities will be assigned to a respective VA AWWA Trustee and VWEA Board Member for oversight. The VA AWWA Trustee and VWEA Director will serve as liaison for the multiple committees and activities with their respective boards. This will assure close communication with all Joint Committees and Joint Activities during the course of the year or eighteen month term.

D. For committee activities that have traditionally been handled a certain way by one organization, Joint Committees have the option to do the activity jointly or to separate out the activity to be handled by the respective organization.

E. All contract negotiations and registrations will be handled according to the regular practices of the lead organization. If additional assistance from staff is desired, it can be utilized, and the additional cost must be accounted for in the event budget.

F. There will be training for joint committee chairs and vice-chairs on a regularly scheduled basis as determined by the VA AWWA/ VWEA Liaison Task Force.

III. Financial Issues

A. The organization designated as the lead organization has the fiduciary and administrative responsibility for the committee. Both organizations will routinely review and approve activities and budgets.

B. Eighteen-month budgets will be submitted to both VWEA and VA AWWA Boards by June first of each year. Consistent with each organization, work plans will accompany the budgets. Mid-year corrections will be provided as needed. Both organizations need to approve the budgets for the activity to be funded. In the case that the organizations differ on support for a Joint Committee or Joint Activity, the resolution will be made according to the plan outlined in the Guidelines for Joint Events.

C. For all joint activities sponsored by joint committees, profits and losses will be split on a 50% - 50% basis with reconciliation being finalized within three months.
