Guidelines for
Joint Events
1. The Committee Chair is to coordinate ALL expenses and income
through the lead organization. This is the organization (VA AWWA
or VWEA ) through which their budget is submitted and approved
each year. For example, all checks for registrations for the Lab
Practices Seminar (VWEA is the lead association) are to be made
out to VWEA .
2. Eighteen-month budgets will be submitted to both organizations
by June 1 of each year. This budget will be submitted in six-month
increments on the form (Joint Committee Budget Request Form) found
on the Section web page. Both boards will approve the budgets
in June. If there is disagreement or concern by either Board,
the committee liaisons of both organizations will meet with the
committee chair and vice chair to correct the problem. Once the
budget has been approved by both boards, it will be signed by
the Virginia Section Treasurer and VWEA Secretary-Treasurer and
returned to the committee chair. Mid-year budget adjustments may
be made upon request by committee chair.
3. Joint Committees will use the VWEA accounting codes and budget
request form, no matter which organization has responsibility
so that reconciliation can be accomplished without much difficulty.
(see budget request form) If a joint committee has individual
organization expenses as well as joint expenses, they will be
handled as a separate line item.
4. Committee Chairs and members must copy all correspondence
concerning a joint event to the VA AWWA Section Administrator
and the VWEA Association Manager. Reports must be made to both
Boards.
5. Committees must send all contracts to the lead organization's
staff (Section Administrator or Association Manager) to be reviewed
and then sent on to the VWEA Secretary/Treasurer or Virginia Section
Secretary for review and signature. No other person is authorized
to sign a contract.
6. Committees may not directly solicit sponsors unless it is
within both organizations' policies. Sponsors are to mail payments
directly to the lead organization; committee members may not receive
sponsor payments. Only amounts greater than or equal to those
specified in the President or Chair's sponsor letter will be accepted
as official sponsorships.
7. All mailings must be handled through the lead organization's
bulk mail permit.
8. Joint committees shall not offer AWWA's free one-year membership
to non-members attending a joint event. However, there should be
a differential in the cost for non-members. It is recommended that
a non-member registration be $20.00 higher than a member fee.
